Blue Cross Complete of Michigan is contracted by the State of Michigan to provide medical services to eligible Medicaid and Healthy Michigan Plan beneficiaries in 32 counties. Blue Cross Complete of Michigan is an independent licensee of the Blue Cross and Blue Shield Association.

Market President

Todd Anderson is the Market President of Blue Cross Complete of Michigan, a health plan dedicated to promoting equitable health outcomes for its members by addressing whole-person care. Anderson is responsible for the general oversight of the plan’s day-to-day operations, including medical affairs, quality, provider network management, communications and marketing, and community outreach. 

Anderson has been with Blue Cross Blue Shield of Michigan for 14 years, most recently serving as director of Public Policy and Regulatory Affairs. He also spent more than a decade in various leadership roles at the Michigan House of Representatives. He holds a bachelor’s degree in political science from the University of Michigan and a master’s degree in public administration from Western Michigan University. Anderson also completed the Senior Executives in State and Local Government Program at Harvard University.

Julie Aronica directs the implementation of plan programs, including behavioral health integration, request for proposal preparation, wellness and opportunity center, and member outreach for BCBSM’s Healthy Kids Dental program. She also directs community outreach and event activities. Previously, Aronica served as the director of Quality Management and vice president of Health Services at two other managed care organizations. She is actively involved in a number of statewide coalitions, including five years as chair of the Michigan Association of Health Plan Quality Directors Committee. Aronica serves on the board of directors for Ronald McDonald Charities of Mid-Michigan and is a past chair of the board of directors. She also serves on the board of trustees for Common Ground. A graduate of Michigan State and Wayne State universities, she is a psychologist and licensed counselor.

As the director of Population Health, Dena Austin directs the strategic vision, development and implementation of population health management programs to help members across the care continuum achieve optimal health and wellness. Austin brings 20 years of nursing experience focused on women's health, public health and managed care. She holds a bachelor's degree in nursing from the University of Detroit Mercy and a master's degree in public administration from Central Michigan University. Austin is also certified in case management.

Dr. Donald Beam provides support and oversight for all clinical, quality and pharmacy programs. In addition, he supports cost containment and revenue enhancement efforts from a clinical perspective. Dr. Beam joined the Blue Cross Complete in 2012 when it was called BlueCaidSM, and has served as the chief clinical officer since that time. He holds a bachelor’s degree in chemistry education from Ferris State University, a master’s degree in epidemiology from the University of Michigan and a medical degree from Michigan State University. He trained in Lansing in family practice. Beam has served on the Foundation of Missions Board for the last 10 years.

Jason Burcham directs provider data, as well as the claims processing system, including payment and configuration, cost containment and issue resolution. Previously, Burcham was a provider relations manager at another managed care organization. He holds a bachelor’s degree in business administration from Rochester College.

As the director of Member Engagement, Latitia Chavis is responsible for supporting the members of Blue Cross Complete through special programs such as the Healthy Michigan Plan, the Member Advisory Council and initiatives to support CAHPS and NCQA standards. Chavis joined Blue Cross Complete in 2015 and most recently served as the market executive projects manager. Previously, she was a finance manager at Blue Care Network of Michigan. Chavis holds a bachelor's degree in accounting from the University of Detroit Mercy.

As the director of Compliance and Regulatory Affairs, Courtney Cloutier is responsible for the oversight, implementation and maintenance of Blue Cross Complete’s compliance program. Previously, she held positions as in-house corporate counsel, and roles in health insurance and research compliance management. Cloutier holds a bachelor’s degree in psychology from the University of Nevada – Las Vegas and a Juris Doctor from Loyola University New Orleans, College of Law.

As the Director of Finance, Michael Hendel directs fiscal planning to position the health plan for future growth and to add value and improve health outcomes for members. Hendel previously served as a Finance Director for Anthem, Inc. He holds a master’s degree in accountancy from the University of Cincinnati.

As the director of Quality Management, Joel Humphries is responsible for ensuring quality requirements are implemented throughout the organization and performance improvement initiatives are comprehensive in addressing key performance metrics and goals. Previously, he served as the Quality Manager for Blue Cross Complete, joining the health plan in 2014. Humphries holds a bachelor’s degree in psychology and sociology from Adrian College. He is a Certified Professional in Healthcare Quality and a Six Sigma Green Belt. In 2017, he was recognized with the AmeriHealth Caritas Leadership LINC Innovation Award.

Brenda Lever is responsible for provider contracting and compliance, provider communications/education, and provider relationship management. Previously, she served as the director of Provider Network Operations at Blue Cross Blue Shield of Michigan. Lever holds a bachelor’s degree in health services management and a master’s degree in organizational management from Spring Arbor University. She received the AmeriHealth Caritas Executive Leadership Linc Leadership Excellence Award in 2018.

As the plan operations and administration director, Michele Lundberg is responsible for the strategic development and management of business operations, including claims, customer service, enrollment, billing and facilities. Previously, Lundberg served as the Director of Compliance and Regulatory Affairs. She holds a bachelor’s degree in accounting from Wayne State University and a master’s degree in health care administration from Central Michigan University. Lundberg serves on the board of advisors for Boll YMCA Branch in Detroit.

Chris Meny manages the pharmacy benefit and serves as the pharmacy liaison to the Michigan Department of Health and Human Services for Blue Cross Complete members. Meny joined Blue Cross Complete in 2016 with previous experience in both managed care and retail pharmacy. Meny holds a bachelor’s degree in pharmacy from Ferris State University and a bachelor’s degree in physiology from Michigan State University. He is a member of the Michigan Pharmacists Association, and recently served on the Genesee County Pharmacists Association executive board.

Laura Mutz directs internal and external communications, including member, plan, digital and executive communications as well as media relations and advertising. Previously, she was the communications lead in Medicare for Enterprise Risk Adjustment at Blue Cross Blue Shield of Michigan. Prior to working for Blue Cross, Laura held several communications and marketing roles at Oakland University for more than a decade, including serving as the Advancement Communications Director and the Marketing Services and Advertising Director. Mutz holds a bachelor’s degree in English and French from Albion College and a master’s degree in public relations from Michigan State University.
